I've never heard of. I think in a similar engineering company might say, "Bring on line" in the United States, but perhaps the energy industry jargon.

Yes, it means "go online", "implementation" or "Enable". Specific "cases" of people in South Africa and the use of fancy words do not really understand, 100% then at the end with the words in the wrong context.
